HEALTH & SAFETY POLICY.

Statement

It is The Camborne Show Society’s general policy that an environment is created and maintained which is both safe and healthy for the benefit of all its members, participants and the visiting public.

The Camborne Show Society will conduct its undertaking in such a way as to ensure, so far as is reasonably practicable, that persons who may be affected by its activities are not exposed to risks to their health and safety.

The Camborne Show Society will bring to the notice of all concerned – exhibitors, caterers and staff, their duty to co-operate with the Society to ensure so far as is reasonably practicable that this policy is effective, and to offer all the necessary assistance to ensure the safety of all persons.

The Camborne Show Society is committed to the implementation of the Health and Safety at Work Act 1974, the management of health and safety at work regulations 1992 and all other Acts and Regulations which may from time to time apply, together with any amendments which may occur. The Society actively seeks the co-operation of all members, participants, exhibitors and the visiting public for their commitment to the same.

This safety policy will, when required, be revised and updated.

RESPONSIBILITIES.

The Chairman shall have overall responsibility for all aspects of Health and Safety and requires everybody under his control to be familiar with the Society’s Safety Policy, and all the pertinent Regulations and Codes of Practice. He is responsible for the supervision of the Health and Safety Policy within the Society’s Show Ground.

•  The Health & Safety Officer, the Director of the Showyard and Section Stewards.

The designated Health & Safety Officer, the Director of the Showyard and the Section Stewards will be responsible for the implementation and enforcement of the Safety Policy during the Show

• Exhibitors and Public

The exhibitors and public must take reasonable care for the health and safety of themselves and all other persons who may be affected by their acts or omissions.

No exhibitor or person may fail to use or interfere with, any equipment provided by the Society in the interest of health and safety.

All exhibitors must note the management of Health and Safety at Work Regulations 1992, which requires the co-operation and co-ordination between all exhibitors and the Society, in so far as the requirements on both to carry out adequate Risk Assessments covering the work to be undertaken.

Any irresponsible misconduct or abuse of Health and Safety regulations will be dealt with strictly and severely.

• Risk Assessment. 

It is the responsibility of all section secretaries and Showyard Directors to carry out adequate Risk Assessments covering the activities of their section and the showyard.

• Procedures. 

A copy of the Health and Safety procedures is available for inspection in the Show Office and a copy can also be found on the Society’s Web-Site.

The following procedures outline the arrangements adopted by the Society with regard to the safety of visitors, exhibitors and those working at the Camborne Show ground during the period of the show.

1. Chairman, Secretary and Treasurer’s Office.

Situated adjacent to the main gate/entrance to the show ground the Office is the administration centre of the Show where information and assistance can be found. The office can be contacted either in person, via any steward, by radio and mobile telephone.

2. Fire.

Anyone discovering a fire is requested to summon the Fire Brigade immediately and to contact the Show Office and report the outbreak and its location. If there is a Steward nearby he/she should be informed immediately. To assist Stewards Fire Extinguishers are positioned in each of the marquees.

3. First Aid.

A first aid centre appropriately staffed will be situated in a central location adjacent to the show jumping rings and will be clearly marked by Flags/banners. Contact can be made with the senior officer by radio and/or through the Show Office or stewards.

4. Police, Lost Children and Lost Property.

A Police presence will be available on the show ground and officer can be contacted via a steward or direct from the Show Office. Any incidents requiring a police presence must be informed to the Show Office.

Lost children will be cared for by the Police.

Lost property will be collected and secured in the Show Office.

5. Water.

Drinking water is available on the showground. Stewards or the Show Office will be able to direct you to the nearest supply.

6. Live Exhibits.

All Exhibitors are reminded of the Bye Laws and Regulations regarding the Showing of Animals, the acceptance of which is a condition of entry as are the DEFRA regulations with respect to live stock at shows.

At all times whilst in the Showyard all cattle must be led by a person of 16 years and over and all bulls over 9 months old must have a ring or clamp attached to the nose and must be provided with a strong chain or rope and be led with a proper staff by two persons of 16 years and over. Exhibitors of Bulls are advised to acquaint themselves with Guidance Note GS 36 from the Health and Safety Executive on the Safe Custody and Handling of Bulls at Agricultural Shows, Markets and similar premises off the Farm.

If an animal is seen to be loose within the Cattle Section/Area then the area must be evacuated and isolated by the Stewards.

Horses moving between the Horse Lorry Park and the four rings MUST use the walkways erected for this purpose. Horses, other than directed by the stewards must NOT be taken into other areas of the Show.

At all times during the Show a Veterinary Surgeon is available and can be contacted through the stewards or the Show Office.

7. Trade Exhibits, Displays Etc.

All exhibitors are reminded of the regulations with regard to exhibiting, the acceptance of which is a condition of exhibiting at The Show.

Exhibitors are solely responsible for the exhibits on their Trade Stand, during setting up and breakdown periods as well as during The Show opening hours. Any paths, slabs, ropes etc should be installed so as to avoid creating a ‘slip, trip or fall’ hazard and any item presenting a laceration risk should have appropriate guards in place.

Exhibitors are asked to ensure that all members of their staff are aware of the safety procedures as laid out in these notes.

Exhibitors are asked to ensure that all LPG (Liquid Petroleum Gas) cylinders are correctly connected and are sited to prevent damage. Spare cylinders are to be correctly stored in the open air.

All electrical generators must be correctly guarded and cables secured and covered.

All Exhibitors are asked to have fire extinguishers available on their stand compatible with the equipment on show.

Exhibitor’s attention is particularly drawn to the statutory requirements and regulations regarding the reporting and recording of accidents.

8. Show Security.

The Official Security contractors are G.S.D. Property Protection Services, and their officers are on duty from AM on the Friday through to AM on the Sunday of the Show week-end and G.S.D. Officers will give assistance in case of any emergency.

9. Transport.

Only drivers with a full license will be permitted to drive vehicles on the Show Ground, during the show, and are not permitted to drink alcohol or be under the influence of drugs.

Riding on trailers is prohibited and all loads should be securely fastened. Care should be taken during the loading and unloading of vehicles

The movement of vehicles, whilst the public are on site, should be kept to a minimum and be supervised.

It is illegal to use mobile telephones and or radios whilst a driving a vehicle unless the appropriate ‘hands free’ equipment is fitted.

10. Stewards.

A number of Stewards are on duty during The Show and can give assistance to those attending with regard to procedures in case of an emergency. In case of the need for the Showground to be evacuated please leave the gate as directed by the Stewards.

 

 

Various Show Officials and key personnel are linked by ‘walkie-talkie’ radios to enable swift communications between key areas and persons of responsibility. Such persons include: -

 

• The Chairman,
• The Health and Safety Officer,
• Director of Showground,
• The Show Secretary,
• The Veterinary Surgeon,
• The Medical Team,
• Some sections secretaries,
• Stewards.

 11. Safety Inspection Checklist.

The Safety Officer and Officials of the Camborne Show Society will be responsible for completing a ‘Walk Through’ inspection of the Show Ground, before, during and after the Show and for completing the Safety Inspection Checklist.

The Camborne Show Society is a member of the Association of Show and Agricutlural Organisations.
